Classifications of Footwear Under the HTSUS 

Footwear can be some of the most difficult items to classify. With duty rates ranging from free to 48%, accurate classification is essential for compliance and anticipating the cost to import. Whether you are a novice or experienced in classification, this workshop will help you improve your classification skills and avoid common pitfalls. During this hands-on training, you will learn how to classify footwear under the HTSUS. We will review the terminology found in Chapter 64 of the tariff used to distinguish different types of footwear, along with resources available to aid in classifying footwear. This workshop will provide answers to common classification quandaries that arise when classifying footwear, including the following:

• External Surface Area of the Upper (ESAU)
• External Surface Area of the Sole (ESAS)
• Loosely Attached Appurtenances & Shoe Accessories
• Foxing and Foxing Like Bands
• Sports Footwear vs. Athletic Footwear
• Textile Outer Soles
