The Seafood Import Monitoring Program is a US regulatory program that applies to certain seafood products that are imported into the United States. It requires particular data information and recordkeeping, and traceability information for those products that are declared at the time of making entry. January 1, 2018, is the mandatory compliance date for this rule.
*Shrimp and abalone compliance will be mandatory by December 31, 2018.

Laurice Churchill
USDC NOAA Office of International Affairs and Seafood Inspection
Ms. Churchill has been the Chief of the Southwest Region Inspection Branch of the USDC, NOAA, Seafood Inspection Program since July 2012. The regional main office is located nearby in Long Beach, CA. The Southwest region extends from Texas north to Colorado and west through California, Hawaii and American Samoa. Laurice has a Bachelor of Science in Biological Technology with a minor in chemistry from the University of Maine. Prior to joining the Seafood Inspection Program, she worked for the State of Maine Department of Marine Resources for nearly 30 years in various capacities such as marine environmental monitoring, aquaculture lease coordinator, and as the agency fisheries regulatory hearing officer.
Dale Jones
National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS)
Dale Jones has been with NOAA and the NMFS serving in various roles for the past nineteen years. During his tenure with NOAA he served eleven years as the Director of the Office for Law Enforcement and has, for the past eight years, worked within the NMFS Office of Science and Technology where his role has primarily been to serve as the NMFS lead for the International Trade Data System (ITDS) project. In this role, he coordinates the facilitation of trade data collection and data exchange requirements between NMFS trade monitoring programs, NMFS information technology staff, import and export trade constituents and the U.S. Customs and Border Protection Service. He represents NOAA and the NMFS as a participant in the Border Interagency Executive Committee (BIEC) and various BIEC subcommittees and workgroups. During the past two years, Dale has also represented the Office of Science and Technology Directorate to coordinate the facilitation of an agency initiated and sponsored safety review of the National Observer Program and to serve as a member of the National Observer Program’s Safety Advisory Committee.
Throughout his career, Dale has served in municipal and federal government roles in the areas of safety, law enforcement, and compliance monitoring. He holds an undergraduate degree from the Indiana University of Pennsylvania as a double major in Criminology and Sociology, a master’s degree in Foundations of Bilingual and Multicultural Education from the University of Colorado, Denver and a recently acquired master’s degree/certificate in Global Trade Management from the George Mason University, Arlington, VA.
