Addressing Cross Border E-Commerce Challenges with Emerging Technologies

The e-commerce marketplace has spurred increased competition, lower prices, and more variety. By offering ease of access and more ways by which transactions can be completed, e-commerce is fast becoming the platform that consumers and businesses use to access global markets. Research estimates that e-commerce accounts for 12% of global trade of physical goods, both business-to-business (B2B) and business-to-consumer (B2C or retail) sales. The U.S. International Trade Commission reports global e-commerce totaled over $27 trillion in 2016, with B2B comprising over 85% of that total. 

There are specific gaps and challenges for CBP to obtain complete and accurate data of cross-border e-commerce shipments, such as: (i) data held by intermediaries; (ii) seller or intermediary without physical presence; (iii) fragmented data; and (iv) low data quality. All result in insufficient data for Customs authorities to achieve efficient processing of cross-border e-commerce import transactions, and shipments. 

In this webinar, we will present a summary of the efforts and findings of a DHS S & T supported research project in 2020 that assesses options to address e-commerce data sharing challenges, how to leverage emerging technologies to augment and enhance data sharing, the economic costs and benefits from incorporating emerging technologies, and improved risk assessment and targeting capabilities for CBP. The project was managed by BTI, a DHS S & T sponsored Center of Excellence at University of Houston, and under the guidance of Office of Trade, CBP.

Larry Shi is currently an Associate Professor of Computer Science Department at University of Houston (UH). He received his Ph.D. from Georgia Tech. At UH, he supervises a research team with focus on cyber security, blockchain/distributed ledger technology, and its applications. He has directed several blockchain research projects sponsored under various government programs, including research applying distributed legers for customs modernization, global supply chain, and e-commerce, supported by DHS Science & Technology Directorate. 


Christine McDaniel is a senior research fellow with the MacroDyn Group. Her research focuses on international trade, globalization, and intellectual property rights. McDaniel previously worked at Sidley Austin, LLP, a global law firm, where she was a senior economist. She has held several positions in the U.S. government, including Deputy Assistant Secretary at the Treasury Department and senior trade economist in the White House Council of Economic Advisers, and has worked in the economic offices of the U.S. Department of Commerce, U.S. Trade Representative, and U.S. International Trade Commission. McDaniel has written for the Wall Street Journal, Politico, The Hill, and Forbes, among others, and her media appearances include CNBC, CBC, Bloomberg, and MSNBC. McDaniel spent three years in Australia as deputy chief economist in Australia’s patent office. She has published in the areas of international trade, intellectual property, and empirical trade analysis and modeling. She holds a Ph.D. in Economics from the University of Colorado, and received her B.A. in Economics and Japanese Studies from the University of Illinois at Urbana-Champaign.


Meagan Martin is a Senior Associate with the MacroDyn Group. She is a recent graduate of the Johns Hopkins University School of Advanced International Studies (SAIS) where she received her M.A. in International Economics and Quantitative Methods with a concentration in American Foreign Policy. During her graduate studies, Meagan worked as an International Economist under the Pathways Internship program at the U.S. International Trade Commission.
