The USDA Agricultural Marketing Service (AMS) National Organic Program (NOP) – Strengthening Organic Enforcement regulations became mandatory effective March 19, 2024.
Since that date, the AMS AM8 tariff flag has been enforced with a warning severity in CBP’s Automated Commercial Environment (ACE) in Production but on September 19, 2024, this will change.

Jonathan C. Veley is the Director of Trade Systems at the U.S. Department of Agriculture, Agricultural Marketing Service. He is responsible for managing an agency wide portfolio of trade systems, including import/export certificate systems and international oversight systems. He also serves as a senior policy advisor for the agency on cross governmental program initiatives and leads the agency as the business owner for the international organic traceability and oversight system.
Prior to his role at USDA, Mr. Veley was the Chief of Readiness and Deployment, within the Office of Trade, at U.S. Customs and Border Protection (CBP). At CBP he was responsible for stakeholder engagement and end user support for the development, modernization, and change management initiatives for the Automated Commercial Environment (ACE).
