Speakers: Elena Ryan and Heather Cheshire
Ms. Ryan has spent the last 13 years working with customs brokers on key issues such as the modernization of the broker regulations, standing up the Centers of Excellence and Expertise, regulatory reform, and now developing the Continuing Education program for individual licensed brokers.
Prior to 2011, Ms. Ryan led the Economic Analysis Branch, which conducted dozens of analyses in support of rules such as the Western Hemisphere Travel Initiative, the Electronic System for Travel Authorization, the Importer Security Filing, and the overhaul of the immigration system in the Mariana Islands. Ms. Ryan has also worked in resource planning, CBP employee resiliency efforts, and in logistics for the Southwest Border Coordination Center. Ms. Ryan holds a Master’s in Public Policy from George Mason University and a B.A. in International Studies from Reed College.
Heather began her career with the federal government as a contractor for the Office of Information and Technology’s ACE Business Office communications team where she was an editor and wrote reports for Congress. After joining the federal service, she began work on a team within the Office of Trade’s (OT) Trade Transformation Office (TTO) which provided outreach to Partner Government Agencies and the Trade. She then moved to the training office in TTO where she worked with the Contracting Officer’s Representative to develop Statements of Work, Independent Government Cost Estimates and Level of Efforts for the training office. In addition, she edited and approved all training materials prior to publication. She moved to the Trade Modernization Office where she worked on a team which facilitated a cross-functional working group with members from OT, Office of Field Operations, Office of Finance and Office of Chief Counsel centering on Integrated Trade Enforcement, which is a critical component of CBP’s trade and enforcement mission. Currently with the Broker Management Branch in Trade Policy and Programs, Heather’s work focuses on the Continuing Education program for licensed customs brokers. Prior to the federal government, Heather worked at the National Academy of Sciences and Medicine as a program manager, editing publications, writing annual reports for the National Institutes of Health and developing workshops. She also worked as an English and U.S. history teacher in the Czech Republic and a middle school history teacher in Maryland. She has a Bachelor of Arts in English and Women’s Studies from Villanova University and a Master of Liberal Arts from Johns Hopkins University.
