David Harlow, President and CEO, ITC-Diligence International

Mr. Harlow is the President of ITC-Diligence, Inc. ITC was founded in 2002 as a Licensed Customs Broker and International Trade Consultant with expertise in Foreign Trade Zones, Bonded Warehouses, and other Federal Programs. Currently ITC represents Riverside County, The Port of Jacksonville, and Las Vegas as well as many other businesses across the Nation.
    
Mr. Harlow, a California native, received his U.S. Customs Brokerage License in 2004. He has spent the last 25 years specializing in the textile industry, footwear industry, and Foreign Trade Zone industry. He began his career with Fritz Companies and Norman Krieger.    Mr. Harlow spends his free time actively participating in the LACBFFA, NCBFAA, NAFTZ, ICPA, FTA, IERCC, and DEC.  Mr. Harlow guest lectures at UNLV, UCR, Cal Poly, and several other community colleges.  Most importantly he spends time with his wife, Dawn, and three children Andrew, Adam, and Emma.

Mechelle Ngin, Manager of Business Development, Business Development Division of the Commercial Services Bureau, Port of Long Beach, California

Mechelle Ngin is Manager of Business Development for the Port of Long Beach, California, promoting and administering the Port’s Foreign-Trade Zone Program, establishing and maintaining relationships with current FTZ Operators and Users, coordinates customer visits and sales calls, conducts market research, oversees contracts and expenditures, negotiates sponsorships, and develops commercial advertising and marketing materials for an international audience.

Ms. Ngin holds a bachelor’s degree in Public Administration with a concentration in Public Financial Management from Cal State Dominguez Hills and a master’s in Public Administration from Cal State Long Beach. She is a Certified Port Executive, with additional certifications as a Global Logistics and Digital Marketing Specialist.
