With over thirty years of experience in international trade and customs compliance, Tom specializes in helping businesses navigate the complexities of tariffs, customs regulations and global supply chains. As the founder and principal of Tom Gould Customs Consulting, Inc., Tom provides tailored solutions that ensure efficient and compliant import and export operations.
In 2025 Tom joined Gaia Dynamics as Chief Strategy & Compliance Officer. In 2022, Tom was appointed by Treasury Secretary Yellen and DHS Secretary Mayorkas to serve on the Commercial Customs Operations Advisory Committee (COAC) to advise the Secretaries of Treasury and DHS and the Commissioner of US Customs and Border Protection (CBP) on the commercial operations of CBP and related DHS and Treasury functions. Tom currently serves as co-chair of the COAC Next Generation Facilitation Subcommittee, the ACE 2.0, Forced Labor, Foreign Trade Zone and Bonded Warehouse Working Groups. Tom served for more than 20 years as a member of CBP’s Trade Support Network, including the trade leadership counsel. Tom formerly served as the Vice President of Global Customs and Trade at Flexport and Senior Director, Customs and International Trade, for Sandler, Travis & Rosenberg, P.A.
Tom is a licensed customs broker and Certified Customs Specialist and recognized as an authority in the multifaceted and technical world of international trade. Tom has extensive experience and frequently speak to groups of importers and customs brokers on tariffs, current customs, international trade, trade remedy, duty saving, product safety and supply chain security issues. Tom advises and supports both domestic and international companies involved in all areas of international trade, focusing on those companies with a proactive philosophy toward international trade compliance.
Tom’s expertise encompasses tariff classification, valuation, origin determination, and trade agreements, enabling clients to optimize their customs processes and minimize duties. Tom takes pride in building strong relationships with clients, understanding their unique needs, and delivering strategic guidance that drives growth and operational efficiency. Tom has developed simple yet compliant procedures for tariff engineering and HTS classification, country of origin shifting and determination, qualification for free trade agreements, and special duty reduction programs.
With the belief that trade chaos breeds opportunities for savings, Tom spent the past 30 years in trade advisory, helping clients save millions through duty saving and deferment strategies, origin engineering, classification services, and more.

Mary Cagle is a trusted expert in international trade compliance with over two decades of experience helping companies navigate U.S. Customs regulations. Drawing on her background as a former customs auditor, she brings deep insight into audits, import/export processes, and regulatory risks. Mary has built and led consulting teams, supported clients during complex customs reviews, and regularly speaks at industry events. With an MBA in accounting and a Customs Broker license, she’s known for blending practical solutions with a strong understanding of the law to help businesses stay compliant and move goods smoothly across borders.
