Nicholas Bishop, Supervisory Import Specialist, Industrial & Manufacturing, Materials Center, Buffalo Field Office, U.S. Customs and Border Protection

SIS Bishop has 13 years of experience with the U.S. Customs and Border Protection (CBP), beginning his career as an Import Specialist in California at the Los Angeles/Long Beach Seaport.

Nicholas Bishop is a Supervisory Import Specialist (SIS) with the Industrial and Manufacturing Materials Center (IMM). In this role, he has oversight of the Antidumping and Countervailing (ADCVD)work products/processes for the IMM Center.  He provides ADCVD training and guidance for the IMM Center staff while directly supervising a six-member team whose work concentration is on ADCVD and processing Department of Commerce ADCVD messages.  He is the “Subject Matter Expert” in matters of Antidumping and Countervailing for the IMM Center.

SIS Bishop entered on duty with the U.S. Customs and Border Protection on June 11, 2011, at the Los Angeles/Long Beach Seaport, California under the Los Angeles Field Office. He served as an Import Specialist, promoted to Senior Import Specialist, and currently serving the IMM Center within the Buffalo Field Office in the role of Supervisory Import Specialist. 

Christopher Cisneros, Supervisory Import Specialist, Electronics Center of Excellence and Expertise (ECEE), Partnership Division, U.S. Customs and Border Protection

Since August of 2021, Christopher (Chris) Cisneros has been serving in the role of Supervisory Import Specialist for the Electronics Center’s Partnership Division. Mr. Cisneros presides over 185+ of the Partnership Division’s high profile Importer of Record Accounts belonging to Trusted Trader programs within CBP and Customs Trade Partnership Against Terrorism (CTPAT). Prior to Mr. Cisneros’ Supervisory Import Specialist selection, he was an Import Specialist acting as one of the Team Leaders on the Base Metals Center Anti-dumping Countervailing Team. He also has extensive experience training/mentoring newly hired CBP Import Specialists in the Long Beach/LAX region on Classification. Over the past six months, he has trained 22 new-hire Import Specialists, managed a team of up to 13 seasoned Import Specialists, and mentored 5 new-hire Import Specialists. Mr. Cisneros has been with CBP for 9 years, beginning as an CBP Technician, then Entry Specialist, then Import Specialist locally at the L.A. Long Beach Sea Port. He is responsible for the tariff classification, import requirements and regulations for commodities such as consumer electronics, solar panels, and data processing machines. Prior to joining CBP, Mr. Cisneros was a Supervisor at another DHS component agency with 5 years of service.

Michael K. Dean, Assistant Center Director - Partnership , Base Metals Center, Chicago Field Office

Mr. Dean began his career with U.S. Customs and Border Protection (CBP) in March of 1989 as an Import Specialist at the Los Angeles/Long Beach Seaport in California with the wearing apparel commodity teams.  He assumed his current position, Assistant Center Director, Partnership in March 2016.
 
Prior to his role with the Base Metals Center, Mr. Dean was the Assistant Port Director at the Phoenix, AZ Port of Entry (November 2006 – ), responsible for overseeing commercial trade operations for CBP at Phoenix Sky Harbor Airport.  

In March of 2001, Mr. Dean joined the Commissioner’s staff office of Trade Relations as an International Trade Liaison, responsible for responding to concerns raised by members of the international trade community regarding CBP policies and operations and working with other CBP offices to arrive at equitable resolutions consistent with CBP laws and regulations.

He has also served at CBP HQ as an International Trade Specialist for the Office of Strategic Trade (March 1998 – ) and Lead Import Specialist of the Steel and Base metals commodity team at the Port of Baltimore (October 1995 – ).

Mr. Dean earned a Bachelor of Science degree from the University of California at Los Angeles, majoring in Geography.

Deborah Lehan, Import Specialist, Long Beach CA

IS Lehan has 37 years of experience with U.S. Customs and Border Protection (CBP) beginning as a clerk typist at the Los Angeles/Long Beach Seaport and taking various positions before becoming an Import Specialist in 1995 and then being promoted to a Senior Import Specialist.

In her role IS Lehan assists in training new members to her team on Prior Disclosures, Protests, Post Summary Corrections and various other topics as needed.

IS Lehan entered on Duty with the Customs and Border Protection on September 28, 1986 and became an Import Specialist on March 19, 1995.
